We intend to redevelop three small apartment blocks on Hailey Avenue in Chipping Norton.
Bliss, Brassey and Wilkins Houses were built in the late-1950s and are very small. We have deemed that they fall below the high standards our customers deserve and expect and, following an arson attack at Bliss House in autumn 2020, we believe the best long-term solution is to now redevelop this site, so that we can provide better quality homes, built to a higher standard.
We have been working closely with the residents of the apartments to find them alternative housing that best suits their needs.
We are considering demolishing the existing blocks and replacing them with 12 new one, two and three-bedroom homes for affordable rent, with associated parking spaces. We proposing to build two maisonettes, six apartments and four houses with solar panels and cycle storage - with electric vehicle charging points to meet customers’ needs in the future.
Due to the planning process, no timeframes have been determined for this redevelopment work yet, but you can see the illustrations and plans for the proposed building below.

Why we want to do this work
We are West Oxfordshire’s largest affordable housing provider, and this is part of our ongoing work to provide more homes for people in housing need. If we receive planning consent, these new homes will be available for affordable rent for people who cannot afford to buy or rent on the open market.

Before we submit a planning application to West Oxfordshire District Council, we invited people to give their views before 10 July 2022, and wrote to nearby residents to keep them informed.
